Custom painting and airbrushing...

Heya peoples, I have kind of an ackward question, but before I ask let me explain the :big" picture so you can better assist my dumb#$@. I own a 2004 Pontiac Grand Am, 4 door sedan. I have completely tore it down to the sub frame and have rebuilt it using more of the "modern" body parts such as fenders/trunk lid/doors/hood/front and rear bumpers. What I need help on is the paint scheme! I want to have a matte black base coat with high gloss neon orange striping. then airbrushing realistic red/orange flames. So my question is can I get the car to be matte/flat black with high gloss stripes? If so then how would i go about protecting the black from the elements because obviousely I will not be sealing it with clearcoat unless there is a clear coat that dries flat... that just doesnt even sound like it makes sense. Either way I am stuck and need some advice please, AND PLEASE DON NOT SAY BURN THE CAR...I GET THAT ALOT!
