I bought my 30 coupe with a 3" channel but no floor. It's an original frame and body with a 3" chop. How can I make a floor using 16 or 18 ga steel?

Go back a few months, R & C ran an article on the construction of a floor for the ongoinng 32 coupe project (ex-jalopy racer). Same basic concept, just "read into" the article the materials you have on hand vs buying a repo floor to modify as per the article.
16 gauge is overkill. It's the pressed (rolled) in beading/channels/flanges that give the floor strength. A flat floor provides little body support but makes a good "drum head".
But to start you in the right direction, go to an appliance store and ontain the large cardboard boxes that they usally throw away. Mock up your floor with cardboard and then start cutting metal. The R & C article mentioned above is the best "how-to" flooring article I've seen in the last 40 years...
